Why is gokujou mecha moe iinchou not being subbed?

plz i need lots of help. gokujou mecha mote iinchou isnt being subbed. any 1 know why? also, why isnt the manga being scanlated? that would be great if any 1 know anything. thnx sooo much xxxx
