How can we stop someone from reckless driving?

I live in a mobile home park in Washington State. There is a person who is frequently reving up their car and hot rodding motorcycles in the park. Even doing wheelies. He already has a suspended license. The police have come out to investigate our complaint, only to tell us that he is on private property. We live in a park with over 30 trailers...isn't that like reckless endangerment???? What can we do?
