So the Police of Gotham City is so incompetent that they need to request help from a masked Vigilante?

I mean if you were Commissioner James Gordon wouldn't you be embarred about it, cause no other city in the US needs Vigilantes...well except for Metropolis (Superman's turf) and New York (where Spiderman lives)
