In what comic book did Flash enter Russia to rescue a scientist only to find three blue Flashes?

In the comic I am speaking of, Flash enters Russia (or Siberia) to rescue a scientist. When he does, he learns that the scientist was trying to create a Soviet version of the Flash. There are three "blue Flashes" and they want to defect to the west. As they run for the border they are confronted by several mutated "blue Flashes" who are working for the Soviets.
